3.  Receive Visa approval letter from Vietnam Immigration via email, prepare for getting Visa Stamp on arrival.

Within 24 hours normally or maximum 30 hours we will send approval letter to your email. After get approval letter via email, please prepare following things:

Stamping fee is the fee you pay directly to Immigration Officers in cash (at Immigration Desk/Counter) at your arrival airport in Vietnam to have visa stamped onto your passport. With Visa on arrival, tourists will get their Vietnam visa stamped at Vietnam Airports so it's applicable to air travelers only. However, you are free to exit at any port. The tourist visa is only for single entry and one month stay, but extendable after you enter Vietnam. For longer stay with once application, you should choose visa for business.

International travel agencies have the right to request that a competent state agency (the Vietnam Immigration Department, or VID) approve the entry, exit, or transit of tourists as stated in Article 13 of Decree No. 92/2007/ND-CP. This decree details the implementation of a number of the Articles of the Laws on Tourism, including regulations regarding the rights and obligations of international tourist agencies. International travel agencies, therefore, can legally request the VID’s assistance in approving visa Approval Letters for their tourist clients.

Article 13. Rights and obligations of international travel enterprises

1. An international travel enterprise has the following rights:

a) To enjoy business autonomy and take responsibility for tourism business activities;

b) To request a competent state agency to approve the entry, exit or transit of tourists;

c) To have their lawful tourism business activities protected by the State;

d) To participate in tourism promotion activities; join in professional associations;

e) Other rights provided for by law.

2. An international travel enterprise has the following obligations:

a) To set up, register and conduct its business in accordance with law;

b) To employ only tourist guides who possess international tourists guide’s cards to guide foreign tourists and observe regulations on the employment of laborers;

c) To notify the provincial-level state agency charge of tourism of the replacement of its travel business administrator within 30 days after such replacement;

d) To monitor and make full and accurate statistics on the number of tourists to whom it has provided tourism services;

e) To assure the conditions for, an interests of, tourists in accordance with the concluded agreements;

f) Other obligations prescribed by law.

Vietnam visa exemption

Vietnam Visa exemption is granted to:

1. Citizens of Cambodia, Thailand, Malaysia, Singapore, Indonesia and Laos for visits of 30 days at the maximum.

2. Citizens of Philippines for visits of 21 days at the maximum.

3. Citizens of Japan, South Korea, Sweden, Norway, Denmark, Russia and Finland for visits of 15 days at the maximum.

4. Citizens of Brunei for visits of 14 days at the maximum.

5. Citizens of France holding valid diplomatic or official passports for visits of 90 days at the maximum or several visits of 6 months at the maximum.

6. Citizens of Chile holding valid diplomatic or official passports for visits of 90 days at the maximum.

7. APEC Business Travel Card (ABTC) Holders from Asia-Pacific Economic Cooperation (APEC) member economies for visits of 60 days at the maximum.

8. For those who travel to Phu Quoc Island – Vietnam : Foreigners and Vietnamese nationals bearing foreign passports who enter Vietnam through an international border gate and then travel to Phu Quoc Island and stay in Phu Quoc less than 15 days will also be granted Vietnam visa exemption. Passports must be valid for at least 45 days. After arriving in Phu Quoc Island, if visitors want to travel to other localities or stay in the island for more than 15 days, the immigration department will be responsible for issuing visas right on the spot.

National Ordinance No. 24/2000/PL-UBTVQH10

Related to entry, exit, and residence of foreigners in Vietnam, the Standing Committee of Vietnam National Assembly issued a National Ordinance No. 24/2000/PL-UBTVQH10 on 28 April, 2000. The ordinance includes 7 chapters and 26 articles stating specifically who is responsible for what in terms of Vietnam visa issuance, and who can get a visa to enter Vietnam and for how long.

Of the 26 articles, the following selected articles will help you understand how and why a travel agency can legally assist you in getting a visa Approval Letter.

Article 2.

    Vietnamese agencies and organizations, Vietnam – based foreign agencies and organizations as well as international organizations, Vietnamese citizens and foreigners lawfully residing in Vietnam may invite foreigners into Vietnam.
    Agencies, organizations and individuals that invite foreigners into Vietnam shall have to ensure the compliance with foreigners’ entry purposes, ensure financial matters and their cooperation with the State bodies to settle arising problems for foreigners.

Article 5.

    Agencies, organizations and individuals that invite foreigners into Vietnam shall send their written requests to the entry and exit management agency of the Ministry of Public Security or the consular office of the Ministry for Foreign Affairs.
    A written request shall be replied within no more than 5 working days after the receipt of the request.

Article 6.

     Foreigners applying for entry shall be granted visas at Vietnam’s international border gates in the following cases:

     They enter for funerals of their relatives, for visits to their seriously ill relatives;
     They depart from countries where Vietnamese diplomatic missions and/or consulates are not available;
     They enter for visits under programs organized by international tour enterprises of Vietnam;
     They enter to provide urgent technical support for programs, projects; to give first-aid to seriously ill persons, accident victims; to provide rescue for victims of natural disasters and epidemics in Vietnam;
     For other urgent reasons.

2.   The exit and entry management agency of the Ministry of Public Security shall issue visas as prescribed in Clause 1 of this Article.

If you wish to apply for Vietnam Visa directly to the local Vietnam Embassy, it may take you few days for checking your visa application and you will be asked for visa fee once you apply and leave your original passport there, so that they can check whether you can be granted for a visa to Vietnam or not and with a lower fee. Occasionally the visa fee may be waived due to reciprocal or bilateral governmental agreements. Moreover, they can not process visa in urgent case and holidays or weekend.

Vietnam Visa On Arrival – everything you need to know

The whole idea of a Vietnam Visa On Arrival approval letter seems a little strange to me. Having to apply and send money to a website you don’t know is legit, to get emailed an approval letter that must be presented at your arrival airports Visa On Arrival office (with more money) before you get your visa is a real leap of faith, especially for the inexperienced traveller. Given Vietnam was the first country we went to when we left Australia, we were about as inexperienced as you can get. But this is the process we went through and it worked out perfectly.

What is a Vietnam Visa On Arrival

As the name suggests, a Vietnam Visa On Arrival is simply when you’re issued with your visa when you arrive by plane, as opposed to organising it before you leave your country. You can go through your local Vietnamese embassy to ensure you have a visa before you leave your country if you prefer, but it’s more expensive, you’ll need to send your passport away and it takes more time. The bonus is you can just walk through customs on arrival without having to head to the Visa On Arrival office, and if you are arriving by land or sea, you have to get a visa this way before arriving anyway.

However if you’re arriving in Vietnam by plane, you’re better off organising a Visa On Arrival approval letter and getting your visa at your destination airport. It’s cheap, fast and the process is really very simple. I’ve heard stories of people waiting an hour to get their visa issued when they arrive, but within 20 minutes of collecting our backpacks we had our Vietnam visa and were in a tuk tuk on our way to the hotel.

How do I organise a Visa On Arrival approval letter?

There are heaps of agencies who can sort this out for you, just type ‘Vietnam Visa On Arrival’ into Google and you’ll get pages of results. However some are dodgy, and will take your money without organising your approval letter, but the truth is they are few and far between. We used we to get our approval letter and had no problems at all. All you need to do is:

    Fill out the online application form
    Pay the service fee
    Wait for your approval letter to arrive via email (2 working days)
    Print it out and take it with you on the plane

How much is the service fee?

The fees differ depending on which agency you go through to get your approval letter, but they are all roughly the same. If one agency is offering prices that seem to good to be true, they probably are.

The services are calculated based on how long you wish to stay in Vietnam, whether you wish to come and go, how many people you’re travelling with and how urgently you need it. If you don’t need it urgently, you’ll still receive your letter in two days, but if you’ve waited until the day before, or even the day of your departure, you’ll pay an additional fee.

What is a ‘Stamping Fee’?

When you arrive in Vietnam, you’ll need to take your approval letter, passport, a completed visa application form (available on the agency’s website, and a link should be sent to you with your approval letter), a passport photo and the stamping fee. This fee is collected by the Immigration Officers at the Visa On Arrival desk, and are compulsory.

It’s highly recommended you pay the Immigration Officers in either US dollars or Vietnamese Dong, with US dollars preferred. We did see a lady paying with Australian dollars when we got our Vietnam Visa On Arrival, but we paid with US dollars and I recommend you do the same…just in case!
